4th PPP in Turkey Forum 2015
The 4th Annual PPP in Turkey 2015 took place with great success at the 5* Movenpick Hotel in Ankara. With over 180+ registered delegates from around 13 countries, including representatives from many Turkish public intuitions, this year’s event built upon the success of the past three conferences. The conference began with a ministerial address, given by Seyit Ahmet Bas, Undersecretary of the Ministry of Finance in Turkey. This was followed by a speech by Director General of Investment Programming, Monitoring and Evaluation’s, Ministry of Development. Following this, Huseyin Ozhan of EBRD spoke about PPP through a perspective of an International Finance Institution (IFI). After a well-deserved coffee break and networking opportunity. Oliver Hannan (John Laing) and Phil Redman (Mott MacDonald) spoke about Education and PPP as Procurement for Schools. This was followed by Levent Kirazoglu of Garanti Bank (Gold Sponsor). He delivered a presentation regarding Turkish Financing models for Turkey PPP Projects. He emphasized Garanti’s shift from financing energy projects to primarily focusing upon infrastructure and Transportation.
The final panel before the eagerly anticipated lunch break sponsored by PWC was entitled ‘Funding of Turkish PPP Projects.’ The panel featured Cagdas Evrim Ergun (Cakmak Law), Paul Smith (CMS), Aisha Williams (IFC), Kerim Kemahli (Nurol Holding) and Batuhan Benli (Garanti Bank). They engaged in a lively discussion on the Turkish PPP market. They analyzed the current market and predicted the market of tomorrow. They also answered the question ‘why local banks dominate Turkish infrastructure projects’.
Following a break for lunch, the afternoon session featured a panel discussion on risk management within PPP Projects. Tylor Hartwell of SMBC moderated the panel. The other panelists were Filipe Dias Rodrigues (TIIC), Ian McGrath (Dentons) and Burak Sencer (Mott MacDonald).
After a second networking coffee break, the final session of Day 1 featured a discussion about opportunities for PPP projects within Transport Projects. The first presentation featured a case study about Istanbul Grand Airport. The second presentation featured a case study of Gebze-Izmir Motorway, the largest ever infrastructure project in Turkey’s history. The $6.5billion will connect Gebze (located just east of Istanbul) and the city of Izmir. The final day concluded with the panel discussion, ‘Challenges and Opportunities in Transport PPPs’. Kerim Kemahli of Nurol Holding moderated the panel. The panel also featured Manuel Cary of TIIC, Arda Akarsu of Turkish Economy Bank, Tylor Hartwell of SMBC and Tunca Ataoglu of BTY.
Our Chairman for the second day, Mr. Robert Bartlett, took the stage and announced the theme of the second day: Healthcare PPPs. The first speech of the day featured our Silver Sponsor BOSCH. The speech was a joint presentation. Hanno Vogels spoke about BOSCH Security Systems, emphasizing BOSCH’s technological innovation and how this translates to safer hospitals. Ekin Tezeren spoke about BOSCH thermo-technology and how it supports hospitals and BOSCH’s wider goals of promoting renewable energy.
Serdar Gucar, Managing Director of HILL International spoke about the unique services his company offers regarding Risk Management. He argued the main reasons for failure of projects are: lack of risk calculation, Bad Communication & Management and a poor link between design and operation. Serdar analyzed each factor in detail and offered HILL International’s unique expertise in resolving every aspect.
After a well deserved networking coffee break John Seed of Mott MacDonald took to the stage. He spoke about ‘Contract Management’, which focused upon some of the issues that arise in operational stages of Hospital PPP. He highlighted his experience and that through its previous sponsorships of EEL’s PPP events, Mott MacDonald gained five successful Hospital PPP contracts in Turkey.
Following this, John Seed participated in the next panel discussion ‘Learning from Past Projects for a Better Delivery Tomorrow’. The panel also featured Zeynep Kantur Ozenci of IFC, Marco Russo (Meridiam Infrastructure) and Crispin Utley of MUFG. The panel provided a lively discussion about developing techniques of historical analysis to create a better future.
Following the panel, Dr Fuat Kantarci, General Manager of the Ministry of Healthcare provided his ministerial address. He outlined the Government’s hospital projects. He also outlined potential areas of investment to deliver further growth.
After a second networking coffee break, the final panel discussion of the conference featured a lively discussion about the future of Hospital Financing. Turkekul Dogan, Board Member, YDA moderated the panel discussion. It also featured Gideon Tilburgs (John Laing), Murad Bayar (Dia Holding), Dale Sager (Carillion Plc) and Burcu Boso (Yalcin Bababioglu Boso Attorney Partnership).
